Yes! We can interlibrary loan films that are produced in hardcopies (DVD, Blu-ray, VHS, etc.). We cannot request streaming version of films, however. See this FAQ for more context for why we cannot.
To request a film via ILL, search the catalog to find a record for the film. You can search either by title (maybe even with the director's name to help you narrow down the results if there are too many) and then limit to videos (or video type). Some films even have ISBNs that you can search for in the catalog if you are looking for a specific edition or version.
Here is an example of a record that, once you click into it, you will be prompted to place an interlibrary loan request for because the TCC Library does not hold that specific version:
