There are free services online you can find in a Google search which will allow you to send faxes over the internet (usually in the form of attachments). FaxZero.com has been recommended by IT here. FaxZero.com allows users to send 3 pages for free and charges after that.
Some TCC Employees also have the ability to send and receive faxes through the phone system. See TCC_FortiFax PDF (below) for more information on using the FortiVoice Electronic Fax System.
All of the printers on every campus should have the ability to scan-to-email a document for you so you can then fax it using an online service. The Tulsa City-County public library also has faxing services available to their library users.
