I was just told by a library notification or staff person that a database doesn't have access to a periodical's newest issue of articles because of one. What does this mean?

Wikipedia has a really good breakdown of what an embargo means in the publishing setting.

Sometimes, no library has access to even be allowed to supply via interlibrary loan due to subscription options for institutions.
