This is a complicated question! If you are looking for OER (Open Educational Resources) please see this Guide and these FAQ. OER is not necessarily "copyright free," but is published and distributed under open licenses, often a Creative Commons License. OER can make use of public domain and copyrighted materials (under Fair Use). 

All that to say, if you are looking for Public Domain materials, which are truly copyright free, please see some recommended links below or contact your liaison librarians
